﴿49-50﴾ “To Allah belongs the dominion of the heavens and the earth. He creates whatever He wills. He grants daughters to whomever He wills and sons to whomever He wills, * or He grants both sons and daughters, and He makes whomever He wills barren. He is truly All-Knowing, All-Powerful.”
This verse declares the vastness of His dominion, the absolute reach of His authority within it, His creation of whatever He wills, and His governance of all affairs. Indeed, so comprehensive is His governance that it extends even to things brought into being through causes that people themselves undertake. Marriage, for example, is a cause of children being born, yet it is Allah Most High who grants them whatever children He wills.
Thus, among people are those to whom He grants daughters, those to whom He grants sons, those for whom He combines both—that is, He grants them sons and daughters—and those whom He makes barren, so that they have no children.
“He is truly All-Knowing” of everything and “All-Powerful” over everything. He therefore governs all things with His knowledge and perfect precision, and exercises His power over His creation.
