(17–20) “We certainly created above you seven layered heavens, and We were never heedless of creation.”
After mentioning the creation of the human being, Allah Most High mentions his dwelling place and the abundant blessings bestowed upon him from every direction. He says, “We certainly created above you” a canopy for the earth and a benefit for His servants: “seven layered heavens”—that is, seven heavens, one above another. Each heaven has been adorned with the stars, the sun, and the moon, and Allah has placed within them whatever benefits for creation He has willed.
“And We were never heedless of creation.” Just as Our creation encompasses every created being, Our knowledge likewise encompasses everything We have created. We neither overlook nor forget any creature; nor do We create something and then neglect it. We do not neglect the sky and allow it to fall upon the earth; nor do We forget a single particle in the depths of the seas or the far reaches of the wilderness. There is no creature but that We provide it with its sustenance: “There is no creature on earth whose provision is not upon Allah, and He knows its place of settlement and its place of safekeeping.”
Allah Most High often mentions His creation together with His knowledge, as in His words: “How could He who created not know, when He is the Most Subtle, the All-Aware?” and: “Yes indeed, for He is the Supreme Creator, the All-Knowing.” This is because the creation of created beings is among the strongest rational proofs of their Creator’s knowledge and wisdom.
