Tafsir al-SadiAbd al-Rahman al-Sadi’

(16) “And thus We have sent it down as clear verses, and Allah guides whom He wills.”

That is, just as We have set forth what We have set forth in this Quran, We have made it clear and manifest verses that point to every beneficial aim and issue. Yet guidance is in Allah’s hand. Whoever Allah wills to guide is guided by this Quran, takes it as his guide and example, and is illumined by its light. As for one whom Allah does not will to guide, even if every sign came to him, he would not believe. The Quran would benefit him nothing; rather, it would constitute proof against him.
