(99) “And We will leave some of them that Day surging over others.”
The pronoun may refer to Gog and Magog: when they emerge against mankind, their immense numbers and their spread across the entire earth will cause them to surge over one another, as Allah says, “Until, when Gog and Magog are let loose and they surge down from every elevation.” Alternatively, the pronoun may refer to all created beings on the Day of Resurrection: they will gather on that Day in such vast numbers that they surge over one another amid the terrors and tremendous convulsions. This is indicated by His words: “And the Trumpet will be blown, and We will gather them all together. And on that Day We will present Hell plainly before the disbelievers—those whose eyes had been veiled from My remembrance and who were unable to hear.” That is, when Isrāfīl blows the Trumpet, Allah will restore the souls to their bodies, then resurrect and gather them at the place of standing on the Day of Resurrection—the first and the last among them, disbelievers and believers alike—so that they may be questioned, called to account, and recompensed for their deeds. As for the disbelievers, despite their differing kinds, Hell will be their recompense, wherein they will abide forever.
