Al-Dahhak related from Ibn Abbas: They were Banu Abd al-Dar, who were of this description: “They seek to be secure from you,” so do not attack them; “and secure from their own people,” so that their people do not attack them. “Whenever they are returned to temptation”: that is, whenever they are called to polytheism, “they are plunged back into it”: that is, they return and revert to polytheism. “So if they do not withdraw from you”: that is, if they do not cease fighting you until you set out for Mecca; “and offer you peace”: that is, ransom and reconciliation; “and restrain their hands”: that is, if they do not withhold their hands from fighting you, “then seize them” as captives, “and kill them wherever you find them”: that is, wherever you encounter them. “Against such people”: that is, the people of this description, “We have given you clear authority”: that is, [a clear and manifest proof permitting killing and fighting].
