Al-Hasan said: Its meaning is that Allah does not fear any liability from anyone for destroying them. This is also the narration of Ali ibn Abi Talhah from Ibn Abbas.
Al-Dahhak, al-Suddi, and al-Kalbi said: It refers back to the one who hamstrung her. The wording involves an inversion of order, and its intended meaning is: “When the most wretched of them rose up, and he did not fear its consequence.”
