Tafsir al-BaghawiAl-Baghawi

And al-Zajjaj said: “Those who repent” is in the nominative as the subject, with its predicate omitted. The meaning is: those who repent—and the rest of the verse—shall also have Paradise; that is, whoever does not strive in battle, provided he is neither defiant nor deliberately intending to abandon jihad. For some Muslims suffice in place of others with respect to jihad. [Whoever possesses this quality] (1) shall also have Paradise. This is the better view, for it is as though He promised Paradise to all the believers, as He said: “And to all Allah has promised the best.” (al-Nisa 4:95) Whoever takes it as dependent upon what precedes, however, restricts the promise of Paradise to those striving in battle who are described by these qualities.
