“They wish to extinguish Allah’s light with their mouths, but Allah refuses except to perfect His light, though the disbelievers detest it. (32) He is the One who has sent His Messenger with guidance and the religion of truth, to make it prevail over every religion, though the polytheists detest it. (33)”
“They wish to extinguish Allah’s light with their mouths”: that is, they seek to nullify Allah’s religion through their speech and their denial of it. Al-Kalbi said: The light is the Quran; that is, they seek to reject the Quran with their tongues, denying it. “But Allah refuses except to perfect His light”: that is, to exalt His religion, make His word prevail, and bring to completion the truth with which He sent Muhammad, peace and blessings be upon him, though the disbelievers detest it.
“He is the One who has sent His Messenger”: that is, the One who will accept nothing less than bringing His religion to completion is the One who sent His Messenger Muhammad, peace and blessings be upon him, “with guidance.” It was said: with the Quran. And it was said: with clarification of the obligatory duties. “And the religion of truth”: that is Islam, “so that He may make it prevail”
