ʿAbd Allāh ibn Bāz—may Allah have mercy on him—say: “The original obligation of the prayer was two rakʿahs. Allah the Exalted later added two more for those who are resident after the Hijrah, in ʿIshāʾ, Dhuhr, and ʿAsr, while the travel prayer remained unchanged: Dhuhr, ʿAsr, and ʿIshāʾ are performed as two rakʿahs. This confirms the foundational rule, and Maghrib and Fajr remained exactly as they were. Therefore, shortening the prayer while travelling is an emphatically affirmed sunnah, yet there is no harm in performing it in full on a journey. The concession to shorten is a gracious gift from Allah, so whoever prays four rakʿahs incurs no blame. ʿĀʾishah—may Allah be pleased with her—would complete the prayer while travelling, reasoning that it did not pose a hardship for her; none of the Companions reproached her, and she was among the most knowledgeable of people.” (1)
