The first is, for example, His saying, Most High:
“And We have sent down to you the Reminder, so that you may explain to people what has been sent down to them, and that they might reflect (44).” [al-Nahl 44]
This indicates that he explains to people everything sent down to them. Thus, everything revealed is explained and can be known and understood. His saying, Most High, “and that they might reflect (44)” [al-Nahl 44] also indicates this, for reflection is a means to knowledge, and people are not commanded to reflect on what cannot be known.
The second is His saying, Most High:
“So fear Allah, O people of understanding who have believed. Allah has indeed sent down to you a reminder (10), a Messenger reciting to you Allah’s clear verses, to bring those who believe and do righteous deeds out of darkness into light.” [al-Talāq 10–11]
What is not understood and whose meaning is not known cannot bring anyone out of darkness into light. Similar to this is His saying, Most High:
“It is He who sends down clear verses to His servant to bring you out of darkness into light. Indeed, Allah is Most Kind and Merciful to you (9).” [al-Hadīd 9]
The third is His saying, Most High:
“Alif Lām Rā. This is a Book We have sent down to you so that you may bring people out of darkness into light, by their Lord’s permission, to the path of the Almighty, the Praiseworthy (1).” [Ibrāhīm 1]
He thus states that He sent down the Book to him to bring about this deliverance.
