The fifth is His saying, Most High:
“A clarification of all things.” [al-Nahl 89]
A parallel to these two is:
“But a confirmation of what came before it and a detailed explanation of all things.” [Yūsuf 111]
As for His saying, Most High:
“We have neglected nothing in the Book.” [al-An‘ām 38]
it follows His saying, Most High:
“There is no creature on earth, nor any bird flying with its two wings, but they are communities like you. We have neglected nothing in the Book. Then to their Lord they will be gathered (38).” [al-An‘ām 38]
For this reason, most scholars have said that the Book here means the Preserved Tablet. This statement implies that it provides clarification; it does not imply that everything it contains is comprehensible. One might say that it contains this and that. Yet it may be argued that, since it was intended to explain everything, clarifying the Book itself and understanding its meaning take precedence over anything else.
