[Fātir 10]
and His saying:
“He directs affairs from heaven to earth; then they ascend to Him.” [al-Sajdah 5]
He said: Al-Balkhī claimed that Allah’s rising above the Throne means taking control of it, drawing on the Arabs’ saying, “Bishr rose over Iraq,” meaning that he took control of it. He also said that “the Throne” can mean sovereignty.

وقوله يُدَبِّرُ الْأَمْرَ مِنَ السَّمَاءِ إِلَى الْأَرْضِ ثُمَّ يَعْرُجُ إِلَيْهِ
