His needing anything. Rather, it is He who, by His power, upholds the Throne and everything else.

The twenty-third point: It may be said that there are two well-known views concerning His being above the Throne. The first is that it is a relation between Him and the Throne, without any newly occurring act subsisting in the Lord’s Essence. Those who hold this view may say that His rising over the Throne is an attribute of His Essence. On this understanding, this relation’s arising through the creation of the Throne is like the arising of all other relations and connections. All rational people agree that this is possible, as with newly arising instances of His being with His creatures.

The second is that He rose over the Throne after not having risen over it, as the Quran indicates. Those who hold this view say the same concerning His turning to heaven, His descent, His coming, His arrival, and the like as they say concerning His rising over the Throne: these are acts of Allah Most High Himself. Those who hold this view include the majority of hadith scholars and many theologians, jurists, and Sufis
