“And no female conceives or gives birth except with His knowledge” [Fātir 11].

We affirm that Allah has power and strength, as He Most High says: “Did they not see that Allah, who created them, is greater than them in strength?” [Fussilat 15].

We affirm hearing and sight for Allah Most High and do not deny these attributes of Him as the Muʿtazilah, Jahmiyyah and Khawārij have done. We say that Allah’s speech is uncreated and that He has created nothing without saying to it, “Be,” as He, glorified and exalted be He, says: “Our word to a thing, when We intend it, is only to say to it, ‘Be,’ and it is” {40} [al-Nahl 40].

Nothing, whether good or evil, occurs on earth except what He wills, and all things occur by the will of Allah Most High. He then discussed questions of divine decree and the creation of deeds, until he said: “We say that the Quran is Allah’s speech, uncreated. From Him it originated, and to Him it will return. Whoever says that the Quran is created is a disbeliever.”
