The meaning is: In refusing to accept what you bring, we are like someone who neither understands what you say nor sees you. Ibn ‘Abbās said: “‘Our hearts are covered’: like a quiver containing arrows.” Mujāhid said: “Like a quiver for arrows.” Muqātil said: “There is a covering over them, so we do not understand what you say.”
[Surah al-Kahf (18): verse 101]
“Those whose eyes were veiled from My remembrance, and who were unable to hear.” (101)
This encompasses two meanings.
The first is that their eyes are veiled from the signs of Allah, the proofs of His oneness, and the wonders of His power contained in the Reminder.
The second is that the eyes of their hearts are veiled from understanding the Quran, reflecting upon it, and being guided by it. This veil first covers the heart, then spreads from it to the eyes.
