This sound report—in full accord with the other equally authentic narration—shows that Allah fixed the decrees before creating the heavens and the earth, at a time when His Throne rested upon the water. Both ḥadīths agree perfectly with the Qur’an.
In the ḥadīth of Abū Razīn al-ʿUqaylī, transmitted by Aḥmad, al-Tirmidhī, and others, he asked the Prophet—may Allah bless him and grant him peace—“Where was our Lord before He created the heavens and the earth?” He replied, “He was in a cloud-like mist; there was no air above it and no air beneath it, then He created the Throne.”
This narration therefore affirms that Allah created the Throne—just as the Qur’an, in several places, affirms that He is the Lord of the Throne. The Throne is included in His statement, “Creator of all things,” even though it is not part of the creation of the heavens and the earth in six days; rather, it had been brought into existence before that.
