Al-TadmuriyyaIbn Taimiya

And this, in turn, entails affirming His exclusive right to be worshipped—He alone without partner; this is the oneness of purpose, will, and action. The former, by contrast, entails the oneness of knowledge and statement. Surah "Say: He is Allah, the One" attests to the first, while Surah "Say: O disbelievers" attests to the second. Both are called the two chapters of sincerity (al-Ikhlāṣ), and the Prophet ﷺ used to recite them after al-Fātiḥah in the two rakʿahs of the dawn Sunnah, in the two rakʿahs offered after circumambulating the Kaʿbah, and on other occasions.
