The Second Principle—Divine Unity in Worship, which is binding in both God’s law and His decree as a matter of belief.
Regarding this second principle—namely, affirming God’s oneness in acts of worship, which necessarily entails faith in both the Revelation and the Predestination—we say: one must believe in God’s creative act and His command alike. Thus it is obligatory to believe that Allah is the Creator, Lord, and Sovereign of everything; that He is capable of all things; that whatever He wills comes to pass and whatever He does not will can never be; that there is no might and no power except through Allah. He knew what would be before it came to be, and He fixed the measures of all things and inscribed them wherever He willed, as He, exalted is He, says: “Do you not know that Allah knows all that is in the heavens and on the earth? Indeed, all of that is recorded in a Book; and that is easy for Allah.” (Qur’an 22:70)
In a sound hadith the Prophet, peace and blessings be upon him, said: “Allah ordained the destinies of the creatures fifty thousand years before He created the heavens and the earth, and His Throne was upon the water.”
