[Chapter Two: The Second Degree of Belief in the Divine Decree]
224- As for the second degree, it consists of:
– Allah’s decisive will and His all-embracing power.
225- It is to believe that whatever Allah wills comes to pass, and whatever He does not will can never occur.
226- That nothing in the heavens or on earth—whether motion or stillness—takes place except by Allah’s will; nothing transpires in His realm but what He intends.
227- That He is capable of everything, whether it already exists or is yet to exist.
228- Thus, there is no created being in the earth or the sky except that Allah—exalted is He—is its Creator; there is no creator besides Him and no Lord but Him.
[There is no conflict between predestination and the revealed law, nor between Allah’s ordaining of sins and His hatred for them]
229- He has commanded His servants to obey Him and His messengers, and He has forbidden them to disobey Him.
230- He, exalted be He, loves the God-fearing, the doers of good, and the just.
