Later on, it became clear to me that the title cited by al-Shaybānī is simply the earlier name of the book Taḥdhīr al-Sājid. The treatise Al-Ṣalāh fī al-Masājid al-Mabniyyah ʿalā al-Qubūr had served as the first building block of Taḥdhīr al-Sājid, and when the Shaykh—may Allah have mercy on him—decided to publish that treatise in a more accessible form, he reviewed it, refined it, and expanded it. In its new, augmented edition he entitled it Taḥdhīr al-Sājid min Ittikhādh al-Qubūr Masājid.
Accordingly, the treatise Al-Ṣalāh fī al-Masājid al-Mabniyyah ʿalā al-Qubūr became one section of this new book, appearing as Chapter Six; see ⦗121⦘. Consult the entire introduction of Taḥdhīr al-Sājid, for it points to the same conclusion, and compare it with what Shaykh al-Majdhūb—quoting al-Albānī himself—records in ʿUlamāʾ wa-Mufakkirūn (1/289–290).
Subsequently I obtained the first edition of Ṣalāt al-Tarāwīḥ and found that the Shaykh himself had titled it Al-Ṣalāh fī al-Masājid al-Mabniyyah ʿalā al-Qubūr. See the introduction to that edition ⦗4⦘, which is precisely the source al-Shaybānī used.
This is what has become evident to me after careful reflection—and Allah knows best.
[Second Note]
From Shaykh al-Albānī’s introduction to Ṣalāt al-Tarāwīḥ (may Allah have mercy on him) I gathered that he had authored a book prior to the Tasdīd al-Iṣābah series, for he says ⦗3–4⦘:
