the following year, in Dhū al-Hijjah. This is what he meant when he said:
“Indeed, time has come full circle to its original order on the day Allah created the heavens and the earth. The year consists of twelve months, four of which are sacred: three consecutive months—Dhū al-Qa‘dah, Dhū al-Hijjah, and al-Muharram—and Rajab of Mudar, which falls between Jumādā and Sha‘bān.”
Hajj was thus fixed in Dhū al-Hijjah until the Day of Resurrection.

The reports from the Prophet, peace and blessings be upon him, differ concerning where he first proclaimed the talbiyah for Hajj. It is reported that he did so inside the mosque when he prayed there. Others said that he did not do so until his mount had risen with him in the open space in front of the mosque. Still others said that he did so only when he reached the heights overlooking al-Baydā’.
Ibn ‘Abbās explained the reason for their disagreement. It is reported that Sa‘īd ibn Jubayr said: I said to Ibn ‘Abbās, “I am surprised at the disagreement among the Companions of the Messenger of Allah, peace and blessings be upon him, concerning his proclamation of the talbiyah.” He replied, “I am the most knowledgeable of people about this. The Messenger of Allah, peace and blessings be upon him, set out to perform Hajj. After praying two rak‘ahs in the mosque of Dhū al-Hulayfah, he committed himself to Hajj while still seated, proclaiming the talbiyah for Hajj when he had finished the two rak‘ahs. Some people heard him and remembered this. Then he mounted, and when his mount rose with him, he proclaimed the talbiyah. Some people witnessed this and remembered it, saying, ‘He proclaimed the talbiyah only when his she-camel rose with him.’ This was because people were arriving in groups. He then continued on his way, peace and blessings be upon him. When he stopped on the high ground at al-Baydā’, he proclaimed the talbiyah. Some people witnessed this and said, ‘He proclaimed the talbiyah only when he reached the heights overlooking al-Baydā’. [Each person thus related what he had heard, but, by Allah, he first proclaimed the talbiyah at his place of prayer.]”
Whoever follows Ibn ‘Abbās’s view therefore proclaims the talbiyah at his place of prayer upon completing the two rak‘ahs.
