[Abū Bakr ‘Abd al-‘Azīz’s statement in al-Muqni‘]
Abū Bakr ‘Abd al-‘Azīz ibn Ja‘far, a companion of al-Khallāl, said at the beginning of his extensive work entitled al-Muqni‘—as quoted by Judge Abū Ya‘lā in his Īdāh al-Bayān fī Mas’alat al-Qur’ān—that when they asked him, “If you say, ‘He has always possessed speech,’ that would be purposeless,” he replied:
“Our scholars hold two views. The first is that He has always possessed speech, just as He has always possessed knowledge, because the opposite of speech is muteness, just as the opposite of knowledge is ignorance.”
He said: “Some of our scholars say: He, glorified be He, has affirmed of Himself that He is a Creator, yet He cannot be creating at all times. Rather, we say that He creates when He wills to create. Even if He is not creating at all times, this does not invalidate His being a Creator. Likewise, even if He is not speaking at all times, His being one who speaks is invalidated. Rather, He is one who speaks and creates, even if He is not creating at all times or speaking at all times.”
[Judge Abū Ya‘lā’s statement in Īdāh al-Bayān]
Judge Abū Ya‘lā mentioned this question in his work entitled Īdāh al-Bayān, saying:
“We say that He has always possessed speech, but is not speaking to anyone, addressing anyone, commanding, or forbidding. Ahmad explicitly stated this in the report transmitted by Hanbal, saying: ‘Allah has always possessed speech and has always been Knowing and Forgiving.’
He said: In the report transmitted by ‘Abd Allāh, he said: ‘Allah has always spoken whenever He wills.’
