The basis for change is the methodology of purification (tasfiyah) and education (tarbiyah):
For this reason we never cease to reiterate and always concentrate on the two fundamental points that constitute the bedrock of genuine reform—purification and education. The two must go together: purification and education. If any degree of purification is to be found in a given country, it is in the sphere of creed, and that in itself is a great and momentous accomplishment taking place within one segment of the wider Muslim community—within a single nation among many. As for worship, it still needs to be liberated from narrow sectarianism and restored to the sound Sunnah.
There may indeed be venerable scholars who grasp Islam correctly from every angle, yet I do not believe that one individual, or two, or three, or ten, or even twenty can shoulder the duty of purification—cleansing Islam of everything that has crept into it, whether in creed, worship, or conduct. A small handful of people cannot rise to this obligation: removing every foreign accretion while simultaneously giving those around them sound and wholesome upbringing. At present, both purification and education are lacking.
