As for His words, “When We intend” (wa-idhā aradnā), the sense is: when the moment arrives for the intended matter to come into existence.
Likewise, His statements: “He established Himself over the Throne,” “He is the Subjugator above His servants,” “Do you feel secure from the One who is in the heaven that He will not cause the earth to swallow you,” and “They would surely seek a path to the Owner of the Throne,” together with others such as: “The angels and the Spirit ascend to Him,” and “To Him ascend good words, and righteous deeds He elevates,” are unequivocal texts. They demonstrate that He is above the Throne, above all created things, wholly exalted above entering into His creation, while nothing of their affairs is concealed from Him. In these verses He has plainly shown that His very Essence is, in and of itself, above His servants; for He said, “Do you feel secure from the One who is in the heaven,” meaning above the Throne, and the Throne is above the heaven. Whoever is above everything is, relative to the heaven, said to be “in” the heaven. He has used the same idiom elsewhere, as in His saying, “Travel in the land” (9:2), meaning upon the earth, not within its interior.
