The threat of the Fire has also been issued against this class of people—those who wield authority over the Muslims and torture them unjustly.

Imam Muslim narrated from Abū Hurayra, may Allah be pleased with him, that the Messenger of Allah, peace and blessings be upon him, said: “There are two classes among the people of the Fire whom I have not seen: people carrying whips like the tails of cattle, with which they beat others…” (1).

Al-Nawawī, may Allah have mercy on him, said: “This hadith is one of the miracles of prophethood, for what he, peace and blessings be upon him, foretold has indeed occurred. As for those who carry whips, they are the attendants of the chief of police” (2).

He, peace and blessings be upon him, also said to Abū Hurayra, may Allah be pleased with him: “If you live long enough, you will soon see people who set out in the morning under Allah’s displeasure and return in the evening under His curse, carrying in their hands things like the tails of cattle” (3).

Ibn Abbās, may Allah be pleased with him and his father, reported that the Messenger of Allah, peace and blessings be upon him, said: “You will have rulers who are worse than the Magians” (4).

Al-Haythamī said: “It was narrated by Ahmad and al-Tabarānī in *al-Awsat* and *al-Kabīr* … and the narrators in Ahmad’s chain are trustworthy.” *Majma al-Zawāid*, vol. 5, p. 234. وقد جاء الوعيدُ بالنار لهذا الصنف من النَّاس الذين يتسلَّطون على المسلمين، ويعذَّبونهم بغير حق. روى الإمام مسلم عن أبي هريرة ﵁؛ قال: قال رسول الله ﷺ: "صِنفانِ مِن أهل النّار لم أرهما: قومٌ معهُم سياطٌ كأذنابِ البقر يضربون بها النَّاس ... " (١). قال النووي ﵀: "وهذالحديث من معجزات النبوَّة، فقد وقع ما أخبر به ﷺ، فأمّا أصحاب السياط؛ فهم غِلمان والي الشرطة" (٢). وقال ﷺ لأبي هريرة ﵁: "إن طالَتْ بك مدَّةٌ، أوشكتَ أن ترى قومًا يغدون في سَخَطِ الله، ويَروحون في لعنته، في أيديهم مثل أذناب البقر" (٣). وعن ابن عبّاس ﵄؛ قال: قال رسول الله ﷺ: "يكون عليكُم أُمراء هم شرٌّ مِن المجوس" (٤).
