—and upon whom His wrath descended; He turned some of them into apes and swine, and some worshipped false deities. Those are the worst in position and farthest astray from the right path” (Al-Maʾidah 60).
He, exalted is He, also said: “Say: Shall I inform you of something worse than that?—the Fire which Allah has promised to those who disbelieve; and what an evil end it is!” (Al-Ḥajj 72).
And He said: “Indeed, We created everything according to a determined measure” (Al-Qamar 49).
And He said: “So whomever Allah wills to guide, He opens his breast to Islam; but whomever He wills to mislead, He makes his breast tight and constricted, as though he were climbing into the sky. Thus does Allah lay defilement upon those who do not believe” (Al-Anʿām 125).
And He said: “As for the one who gives and is mindful of Allah, and affirms the finest promise, We shall ease him toward ease; but as for the one who is stingy, thinks himself self-sufficient, and denies the finest promise, We shall ease him toward hardship” (Al-Layl 5–10).
And He said: “and inspired it with its wickedness and its God-consciousness” (Ash-Shams 8).
There are many other verses indicating that Allah, glorified and exalted, is the Creator of both good and evil; that nothing comes into existence except by His decree and predestination; that whatever He wills comes to be and whatever He does not will does not come to be. He bestows good upon whomever of His servants He wishes and facilitates for them its causes as a grace and favor, and He brings about evil for others and facilitates for them its causes out of wisdom and justice. He is not questioned about what He does, whereas they will be questioned.
In the supplication authentically reported from the Prophet ﷺ he used to say, “O Allah, I ask You for every good whose treasuries are in Your hand, and I seek refuge in You from every evil whose treasuries are in Your hand.” Al-Ḥākim narrated it in his al-Mustadrak from Ibn Masʿūd and declared it authentic.
In another hadith he said, “I ask You to make every decree You ordain for me a good one.” Ibn Mājah transmitted it from ʿĀʾishah, and al-Ḥākim graded it authentic.
