the pilgrimage to the House—for whoever is able to find a way to it.⦗1⦘ And the same applies to other passages of this kind. According to your principle, every person who has not believed in Allah was never capable of believing, and everyone who has neglected the obedience of Allah was never able to obey Him in the first place.
Now, if someone were to join this premise of yours to His words, “So fear Allah as much as you are able”⦗2⦘ and to the Prophet’s—peace and blessings be upon him—saying, “When I command you to do something, carry out of it whatever you are able,”⦗3⦘ the combined conclusion would be that every unbeliever and every libertine has, in fact, fulfilled his duty of fearing Allah.
= pp. 286–287. As for the Muʿtazilites, they unanimously held that al-istiṭāʿa (ability) precedes the act. It is the capacity both for performing the act and for refraining from it, yet it does not compel the act.
See: Sharḥ al-Uṣūl al-Khamsa by Qāḍī ʿAbd al-Jabbār, p. 396; Maqālāt al-Islāmiyyīn by Abū al-Ḥasan al-Ashʿarī, vol. 1, p. 300.
The correct view in this matter, as the Shaykh states in al-Fatāwā, vol. 8, pp. 372–373, is:
“That which the Book and the Sunnah indicate is that ability precedes the act, and alongside it there exists another capacity that applies only to the act. Thus, ability is of two kinds: mutaqaddima (preceding), which is valid for both opposites, and muqārana (concomitant), which exists only with the act. The first is the permissive power allowing a permissible act; the second is the necessitating power ensuring the act’s realization.”
He then adduces proofs for both kinds from the Book and the Sunnah, saying:
“The first is the sharʿiyya (legal) capacity, which is the basis for commands and prohibitions, rewards and punishments; it is what jurists discuss and what prevails in common parlance. The second is the kūniyya (cosmological) capacity, which is the basis for divine decree (qadāʾ wa-qadar) and through which the actual occurrence of the act is effected.”

Those before you were ruined by their incessant questioning and by differing with their prophets. So when I forbid you something, avoid it; and when I command you…”
