Al-TisʿīniyyaIbn Taimiya

and Ahl al-Sunnah wa’l-Jamāʿah (1) hold that the Qur’an—which is the speech of Allah—is precisely the Qur’an that Muslims recognise as the Qur’an. The Qur’an, like every other form of speech (2), is made up of letters and meanings. Therefore, when the terms “speech” or “Qur’an” are used without qualification, they do not refer merely to letters, nor merely to meanings (3); rather, “speech” denotes the union of both letters and meanings.

After the time of the early generations and the leading Imams, there arose—among those who agreed with the salaf and the Imams in their unreserved declaration that the Qur’an is the speech of Allah and is uncreated—two sects:

  1. One group (4) asserted that the speech of Allah is nothing but a meaning subsisting within the Divine Self; that the letters of the Qur’an are not part of Allah’s speech, that He did not utter them (5), and that Allah does not speak with letter or sound. According to them, {Alif Lām Mīm}, {Ṭā Sīn}, {Nūn}, and the like are not from the speech of Allah which He Himself articulated, but are things He created. Some of them said that He created these letters in the air; others said that He created them written in the Preserved Tablet; others maintained that Gabriel originated and arranged them, Allah enabling him to do so; and still others claimed that Muhammad originated and arranged them, Allah enabling him to do so (6).
In the archetype (original), ms. S reads “a blank space about the size of three words”; in ms. T: “asterisk.” (1) In mss. S and T: “and the imams are those of the Ahl al-Sunnah…” (2) In the margin of ms. S: “the term kalam (speech) denotes both letters and meanings together.” (3) The original reads “asmāʾ al-mujarrad al-ḥurūf wa lā asmāʾ,” which is a scribal error. The corrected reading is confirmed in mss. S and T. (4) They are the Kullābiyya and their followers, such as the Ashʿarites and others. For a detailed exposition of their doctrine, see al-Maqālāt al-Islāmiyyīn, vol. 2, pp. 257, 258, 270, 274; Majmūʿ al-Rasāʾil wa-al-Masāʾil of Ibn Taymiyya, Kitāb Madhhab al-Salaf al-Qawīm fī Taḥqīq Masʾalat Kalām Allāh al-Karīm, vol. 1 (pt. 3), pp. 377–378, 454–455; and Majmūʿ al-Fatāwā, vol. 12, p. 120. (5) In mss. S and T: “Allāh bihā” (God with it). (6) These statements derive from the view of the Kullābiyya, the Ashʿarites, and their allies: that the Arabic Qurʾān is not the speech of Allah itself; rather, His speech is the self-subsisting meaning, and the Qurʾān is a created expression intended to signify that meaning.
