and I have set the matter out in full detail—together with the issue of the Throne—and clarified it. Likewise, in my reply to the Egyptian fatwa (1) I made it plain and elaborated upon it in both places, removing the disagreement and dissension into which most people had fallen, thereby straying from the Sunnah and the Community into innovation and division. I then presented a moderately detailed exposition of the subject in the answer (2) to the istiftaʾ (3) that had been submitted by the qadi (4)
= Their intention by “abomination” (shana‘ah), and even if I were to answer with their own argument they would have achieved their aim of concurrence. When they are answered with the Furqān as held by Ahl al-Sunnah—and it is neither what they claim nor what ignorant people attribute to Ahl al-Sunnah—they are confounded by it. And in it: “The Qur’an is the speech of Allah, comprising both its letters and its meanings; the Qur’an is not a name for letters alone, nor for meanings alone.” End of citation.
Sheikh Muḥammad Ḥāmid al-Fiqī commented on this statement, citing from his work al-Tis‘īniyah that the answer to this question is the “Damascus Fatwā.” See al-Uqud al-Durriyah, pp. 222–223. The question and its answer appear in al-Fatāwā, vol. 33, pp. 169–189, and the Sheikh, may Allah have mercy on him, will include it in this book on pp. 547–573.
(1) The work Jawāb al-Fatāwā al-Miṣriyyah: bibliographical sources on the Sheikh’s writings do not list a work by this title. It is perhaps the “Egyptian Treatise on the Qur’an” printed within al-Fatāwā, vol. 12, pp. 162–245. This is supported by the fact that the Sheikh, may Allah have mercy on him, refers to this fatwā on p. 529, stating that it says: “Is the respondent’s statement—namely, the clearest and most explicit formulation of what one must believe and by which one becomes a Muslim—that what is in the mushafs is the eternal speech of Allah? Or is it merely an expression about it and not the speech itself…?” This question and its answer are recorded in al-Fatāwā, vol. 12, pp. 235–245.
(2) It is most likely ar-Risālah al-Kīlānīyah, which Ibn al-Qayyim lists among the Sheikh’s works as “An Answer on the Issue of the Qur’an” in a slim volume (p. 20). It is printed in al-Fatāwā, vol. 12, pp. 323–502.
