there is no benefit in making a specification except to limit the ruling to the party named, and only where the text gives no explicit indication that the unmentioned case shares the same ruling as the stated one. Here, when Allah sent Muhammad—may Allah bless him and grant him peace—He commanded him to warn his nearest kinsfolk first, then the Unlettered Arabs, and thereafter the People of the Scripture, the Magians, and others.
