The creational decree is illustrated by His words:
“Then He completed them as seven heavens” (Fussilat 41:12),
whereas the religious decree appears in His statement:
“Your Lord has decreed that you worship none but Him, and that you show kindness to parents” (al-Isrāʾ 17:23)—that is, He has commanded it.
The creational prohibition is exemplified by His words:
“We had already forbidden all wet-nurses for him” (al-Qaṣaṣ 28:12),
and by His saying:
“Indeed, it is forbidden them for forty years; they shall wander through the land” (al-Māʾidah 5:26),
and His words:
“It is forbidden to a town that We have destroyed that they ever return” (al-Anbiyāʾ 21:95).
The religious prohibition is like His statement:
“Forbidden to you are carrion, blood, and the flesh of swine” (al-Māʾidah 5:3),
and His saying:
“Forbidden to you (in marriage) are your mothers, your daughters, and your sisters” (al-Nisāʾ 4:23).
As for the creational “words,” they are exemplified by the Prophet—may Allah bless him and grant him peace—who said:
“I seek refuge in the perfect words of Allah, which no righteous or wicked person can ever surpass.”
And among them
