Refutation of the People of the Book concerning their claim of a merely creational dispatch
As for the ignorant among the People of the Book who say, “He was a king given dominion over them, a messenger of wrath whom Allah dispatched by a creational decree (irsāl kawni) so that He might take vengeance on them, just as He sent Nebuchadnezzar and Sennacherib against the Children of Israel, and just as He sent Genghis Khan and other unbelieving and tyrannical kings from among
[الرَّدُّ عَلَى أَهْلِ الْكِتَابِ فِي قَوْلِهِمْ بِالْإِرْسَالِ الْكَوْنِيِّ]
وَأَمَّا مَنْ كَانَ مِنْ جُهَلَاءِ أَهْلِ الْكِتَابِ الَّذِينَ يَقُولُونَ:
إِنَّهُ كَانَ مَلِكًا مُسَلَّطًا عَلَيْهِمْ، وَإِنَّهُ رَسُولٌ غَضِبَ، أَرْسَلَهُ اللَّهُ إِرْسَالًا كَوْنِيًّا ; لِيَنْتَقِمَ بِهِ مِنْهُمْ كَمَا أَرْسَلَ بُخْتُنَصَّرَ، وَسَنْحَارِيبَ عَلَى بَنِي إِسْرَائِيلَ، وَكَمَا أَرْسَلَ جِنْكِسْ خَانْ، وَغَيْرَهُ مِنَ الْمُلُوكِ الْكَافِرِينَ وَالظَّالِمِينَ مِمَّا
