As for His, exalted is He, statement: “We have certainly sent to every community a messenger” (al-Naḥl 16:36) — the complete wording of the verse is: “We have certainly sent to every community a messenger, saying, ‘Worship Allah and shun false gods.’ Some of them Allah guided, while others deserved to go astray. So travel throughout the earth and see how the deniers ended up.” (al-Naḥl 16:36)

This is like His, exalted is He, words in another verse: “Indeed, We have sent you with the truth as a bearer of glad tidings and a warner, and there has never been a nation but a warner has passed within it.” (Fāṭir 35:24)

And His saying: “You are only a warner, and for every people there is a guide.” (al-Raʿd 13:7) — according to the soundest view, that is: for every people there is a caller who summons them to the oneness of Allah.
