The Prophet—may Allah bless him and grant him peace—sent Dihyah ibn Khalifah al-Kalbi to Heraclius; Hatib ibn Abi Balta’ah to al-Muqawqis, the ruler of Egypt and Alexandria; and ʿAbd Allah ibn Hudhafah al-Sahmi to Khosrow. He also dispatched Shujaʿ ibn Wahb al-Asadi to al-Harith ibn Abi Shimr al-Ghassani, who was a Christian living on the outskirts of Damascus, and he sent envoys to others as well.
He further said:

أَرْسَلَ النَّبِيُّ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - إِلَى هِرَقْلَ دِحْيَةَ بْنَ خَلِيفَةَ الْكَلْبِيَّ وَإِلَى الْمُقَوْقِسِ صَاحِبِ مِصْرَ وَالْإِسْكَنْدَرِيَّةِ حَاطِبَ بْنَ أَبِي بَلْتَعَةَ وَإِلَى كِسْرَى عَبْدَ اللَّهِ بْنَ حُذَافَةَ السَّهْمِيَّ وَأَرْسَلَ إِلَى الْحَارِثِ بْنِ أَبِي شِمْرٍ الْغَسَّانِيِّ وَكَانَ نَصْرَانِيًّا بِظَاهِرِ دِمَشْقَ فَبَعَثَ إِلَيْهِ شُجَاعَ بْنَ وَهْبٍ الْأَسَدِيَّ وَأَرْسَلَ إِلَى غَيْرِ هَؤُلَاءِ.
