ʿUbayd Allah ibn ʿUmar—through Nāfiʿ—from Aslam—reported: ʿUmar wrote to the army commanders instructing them to place a seal on the necks of the dhimmīs.
Abu ʿUbayd said: ʿAbd al-Raḥmān narrated to us from ʿAbd Allah ibn ʿUmar, from Nāfiʿ, from Aslam, that ʿUmar ordered with regard to the dhimmīs that their forelocks be clipped, that they ride only on pack-saddles, that they mount sideways rather than astride as the Muslims do, and that they fasten their belts securely.
Abu ʿUbayd added: that is, the zunnār belts.
عَنْ عُبَيْدِ اللَّهِ بْنِ عُمَرَ، عَنْ نَافِعٍ، عَنْ أَسْلَمَ،
قَالَ:
كَتَبَ عُمَرُ إِلَى أُمَرَاءِ الْأَجْنَادِ أَنْ يَخْتِمُوا رِقَابَ أَهْلِ الذِّمَّةِ.
قَالَ أَبُو عُبَيْدٍ:
حَدَّثَنَا عَبْدُ الرَّحْمَنِ، عَنْ عَبْدِ اللَّهِ بْنِ عُمَرَ، عَنْ نَافِعٍ،
عَنْ أَسْلَمَ:
أَنَّ عُمَرَ أَمَرَ فِي أَهْلِ الذِّمَّةِ أَنْ يَجُزُّوا نَوَاصِيَهُمْ، وَأَنْ يَرْكَبُوا عَلَى الْأَكُفِّ، وَأَنْ يَرْكَبُوا عَرْضًا لَا يَرْكَبُوا كَمَا يَرْكَبُ الْمُسْلِمُونَ، وَأَنْ يُوثِقُوا الْمَنَاطِقَ.
قَالَ أَبُو عُبَيْدٍ:
يَعْنِي الزَّنَانِيرَ.
