“The devils have not brought it down;
nor does it befit them, nor are they able;
indeed, they are completely cut off from [any] hearing.” (al-Shuʿarāʾ 210–212)
He thereby made it clear that it is in no way suitable for them to descend with it; indeed, they are forbidden to do so. They themselves refrain from it and have no desire for it, because it runs counter to their own aims. Even were they to desire it, they would still be powerless, unable to achieve it, for they are barred from listening to the exalted heavenly council; and they can only descend with something they have actually heard, not with what they have never heard. After all, an agent performs an act only when he both wills it and is able to carry it out.
Thus, His words
“nor does it befit them” (al-Shuʿarāʾ 211)
indicate that they do not wish to convey it, whereas His words
“nor are they able” (al-Shuʿarāʾ 211)
show that they are incapable of conveying it.
