Al-Jawāb as-Sahīh li-man baddala dīn al-MasīhIbn Taimiya

the Days of Minā the pilgrims—as well as all the inhabitants of the various towns—make the takbīr after each prescribed prayer, and it is recommended for the prayer-leader to voice it aloud.

Al-Bukhārī relates from ʿUmar ibn al-Khaṭṭāb that he would proclaim the takbīr in Minā; the people in the mosque would hear him and join in, then the people in the marketplaces would hear them and do likewise, until the whole valley of Minā echoed with the sound of takbīr.

Ibn ʿUmar and Ibn ʿAbbās used to go out to the marketplace during the first ten days, declare the takbīr, and the people would follow their lead. They would also pronounce the takbīr over their offerings, their hady animals, and their sacrificial beasts,

just as their Prophet would say at the time of slaughter: “In the name of Allah, and Allah—”
