and the bishop together with the leading men of Najrān came to me carrying the letter of the Messenger of Allah, peace and blessings be upon him, and showing me the stipulation issued by ʿUmar, may Allah be pleased with him. I consulted ʿUthmān ibn Ḥunayf, who informed me that he had investigated the matter and found that the land in question had passed into the hands of the local dihqāns (Persian landowners) in order to keep the Najrānites away from their own property. Consequently, I have remitted from their jizyah the amount of two hundred robes purely for the sake of Allah and as compensation for the land taken from them. I therefore commend them to your care, for they are a people under covenant.
