Al-Jawāb as-Sahīh li-man baddala dīn al-MasīhIbn Taimiya

ruled that, in place of every black, white, yellow or red article, or any fruit or slave—having shown them favour and left those items in their possession—they were to supply two thousand robes: one thousand every Ṣafar and one thousand every Rajab, each robe valued at one ūqiya. Should the kharāj (land tax) rise or fall, the adjustment is to be reckoned in ūqiyas; and whatever they discharge in the form of mounts, horses or coats of mail shall likewise be taken from them and counted accordingly.

The people of Najrān are obliged to host my envoys for up to twenty nights, and they must lend, whenever treachery threatens Yemen, thirty horses, thirty camels and thirty coats of mail. Anything of what they lend to my envoys that is lost or destroyed is a liability upon my envoys until they make restitution.

Najrān and its surrounding area are under the covenant of Allah and the covenant of His Messenger with regard to their lives, their property, their religion, their churches, their monks, their bishops, those present and those absent, and everything—great or small—that they possess. No bishop is to be removed from his episcopal seat, nor a designated successor from his succession, nor a monk from his monastery. They are not to be made to suffer loss, nor to pay a tithe, and no army shall tread their land. If anyone among them has a rightful claim, judgment is to be shared equally among them in Najrān. They must not consume usury; whoever practises usury henceforth stands outside my covenant. They are bound to exert themselves and offer sincere counsel in the future, without being wronged or coerced.
