Al-Jawāb as-Sahīh li-man baddala dīn al-MasīhIbn Taimiya

It has also been reported that the verse was revealed in the year 10 AH, and another report places its revelation in the year 9 AH; this latter view is held by the majority of scholars. They state that the obligation of Hajj is established exclusively by this verse.

Others, however, argue that the obligation is grounded in Allah’s words:

“Complete the pilgrimage and the minor pilgrimage for Allah.” ⦗al-Baqarah 196⦘.

They note that this verse was revealed in the sixth year AH, the year of al-Hudaybiyyah, when the idolaters prevented the Messenger of Allah—peace and blessings be upon him—from reaching the House. That same year he made a treaty with them, the Muslims pledged allegiance to him beneath the tree, and Allah sent down Surah al-Fath regarding the incident. The Prophet then returned to Madinah, and in the seventh year Allah granted them the conquest of Khaybar; in that year Jaʿfar ibn Abī Ṭālib arrived with the delegation from Abyssinia, after which the Prophet dispatched Jaʿfar
