al-Siyāsa al-Sharʿiyya (p. 104): “Fighting is only against those who fight us when we seek to make Allah’s religion manifest, as Allah, exalted is He, says: ‘Fight in the way of Allah those who fight you, but do not transgress. Indeed, Allah does not love the transgressors’ ⦗Quran 2:190⦘.”
Fourth example: Shaykh al-Islām says in the abridged epistle, “The fitna is that a Muslim be turned away from his religion, just as the polytheists used to turn those who had accepted Islam away from their faith.”
He conveys the same point in al-Ṣārim al-Maslūl (2/514–515): “The purpose of fighting is that the word of Allah be uppermost, that the whole religion belong to Allah, and that there be no fitna—that is, that no one should drive another away from the religion of Allah.”
Fourth example (continued): Shaykh al-Islām also says in the abridged epistle, “Nor did He say: ‘Fight them until they accept Islam.’”
A similar statement appears in Minhāj as-Sunnah an-Nabawiyya (8/509–510).
