the word of Allah be uppermost; whoever seeks to prevent that is to be fought, by the unanimous consensus of the Muslims.”
He also said (1): “The objective of fighting is that the word of Allah be supreme, that the religion belong wholly to Allah, and that there be no persecution—that is, that no one should drive another away from the religion of Allah.”
The upshot of the Shaykh’s words is that anyone who neither blocks the spread of Allah’s religion, nor wages war against it, nor constricts its followers, is not to be killed or fought.

تكون كلمة الله هي العليا، فمن منع هذا قوتل باتفاق المسلمين).
وقال أيضًا (١): (المقصود بالقتال أن تكون كلمة الله هي العليا، وأن يكون الدين كله لله، وأن لا تكون فتنة، أي: لا يكون أحد يفتن أحدًا عن دين الله)، ومفهوم كلام الشيخ: أن من لم يمنع نشر دين الله، ولم يحاربه، ولم يضيق على أصحابه الخناق ألا يقتل ولا يقاتل.
