—just as happened to ʿUmar with regard to the marriage dower (1). He had intended to fix an upper limit for it and place any excess in the public treasury, but when he was reminded of the Almighty’s words, “and even if you had given one of them a treasure,” he retracted the idea.
He was in a gathering when ʿAbd al-Raḥmān ibn ʿAwf brought the verse to his attention. Otherwise the point was already well known to the majority of the Companions, and this took place in the absence of Abū ʿUbaydah or
(1) Abu Ya‘la relates in his Musnad—as quoted in al-Matalib al-‘Aliya, 8/94—on the authority of Masruq: “Umar climbed the pulpit of the Messenger of Allah and announced: ‘I will not allow any bride-gift (sadaq) to exceed four hundred dirhams.’ After he stepped down, a woman from Quraysh confronted him and asked, ‘Commander of the Believers, have you forbidden the people to raise their dowries above four hundred dirhams?’ He replied, ‘Yes.’ She said, ‘Have you not heard Allah’s word in the Quran: ‘wa ataytum ihdahunna qintaran’—‘and you have given one of them a treasure’ (4:20)?’ Umar exclaimed, ‘O Allah, pardon me; everyone is more knowledgeable than Umar!’ He then returned to the pulpit and declared, ‘People, I had prohibited you from increasing the dowry beyond four hundred dirhams. From now on, whoever wishes to give from his wealth whatever he likes—whoever’s heart is so inclined—may do so.’” Ibn Kathir states in his Tafsir, 1/468: “Its chain of transmission is sound and strong.” The report also appears, in shortened form, in the Sunan collections, and al-Hafiz al-Darqutni cites it in his ‘Ilal, 2/239, pointing out the considerable variation in its isnad. Refer to his discussion, for it is of great importance.
