—namely, the very same jizya that is levied on the People of the Book (1).
Next, because the Qur’anic verse on jizya singles out the People of the Book for mention, one group concluded from this that anyone other than them must be fought without exception, even if he hands over the jizya in person and in a state of humble subjection.
The majority, however, understood the verse to be employing a rhetorical device: if it is not permissible to conclude a truce with the People of the Book except in return for jizya and submissiveness,
(1) Shaykh al-Islam Ibn Taymiyya states in Majmuʿ al-Fatawa, 32:189: “The Prophet’s words, ‘Apply to them the practice established for the People of the Book,’ show that they themselves were not People of the Book; the Prophet merely instructed that they be treated like them with regard to the jizya (poll-tax). This is precisely how the Companions understood and enforced the ruling. Another report limits the matter further, forbidding marriage with their women and consumption of the animals they slaughter. Hence, those who allow the collection of jizya from idol-worshippers extend the analogy to other non-monotheists, whereas those who restrict it to this group argue that they possess a quasi-scriptural status not found in others.”
