Book of Manāsik
– Ḥajj is to be performed without delay, according to most scholars.
[Ikhtiyārāt al-Baʿlī, p. 170]
– Regarding ʿumrah, scholars hold two opinions. Both views are found in the schools of al-Shāfiʿī and Aḥmad, and what is most widely transmitted from them is that it is obligatory. The other opinion—that it is not obligatory—is the position of Abū Ḥanīfah and Mālik, and this view is the stronger (1).
[Majmūʿ al-Fatāwā 26/5]
– The claim that ʿumrah is obligatory for the residents of Mecca is exceedingly weak and contradicts the established Sunnah. Hence the sounder of the two reports from Aḥmad is that no ʿumrah is required of the people of Mecca—there is only one narration to that effect—whereas for others there are two narrations. This is the method adopted by Abū Muḥammad al-Maqdisī.
As for the method of Abū al-Barakāt: regarding ʿumrah there are three narrations, the third of which states that it is obligatory for everyone except the residents of Mecca.
