Frequently performing tawaf (circumambulation) of the House is a righteous act;⦗1⦘ indeed, it is better than for a person to leave the Sanctuary⦗2⦘ and come back to perform a local Meccan ʿumrah.⦗3⦘ Such a practice was unknown to the earliest forerunners among the Emigrants and the Helpers, and the Prophet—peace and blessings be upon him—never encouraged it for his community;⦗4⦘ on the contrary, the early generations regarded it as disliked.⦗5⦘

(1) MSS A and B read: “huwa” (he). (2) MSS A and B read: “al-harrah” (the lava plain). (3) MS A reads: “umrah”; MS B: “umarat” (plural of ‘umrah). (4) MS B adds: “wa ummatah” (and his community). (5) The word “al-salaf” is absent from B; MS D has: “al-salaf al-salih” (the pious predecessors). Shaykh al-Islam Ibn Taymiyyah states in Majmuʿ al-Fatawa 26 / 248: “For anyone who is in Makka—resident, long-term visitor, or newly arrived—circumambulating the House (tawaf) is better than performing ʿumrah. It makes no difference whether he goes out to the nearest boundary of the sanctuary, namely Tanʿim (where the mosques now called the Mosques of ʿAʾisha were later built), or to the farthest limit in any direction of the Haram, whether toward Jiʿranah, Hudaybiyyah, or elsewhere. This is unanimously accepted by the early generations of the ummah; I know of no imam who dissented on the question of the Makkan ʿumrah.” He also says (26 / 264): “Since tawaf is superior, undertaking an ʿumrah from Makka while neglecting tawaf is not recommended. What is recommended is tawaf without ʿumrah; indeed, doing ʿumrah in that situation is an innovation (bidʿah). The salaf never did it, the Quran and Sunnah contain no command for it, and no legal evidence supports its commendation. Anything of this sort is a reprehensible innovation by scholarly consensus. For that reason the early generations and the leading jurists forbade it. Saʿid relates in his Sunan from Tawus, the foremost student of Ibn ʿAbbas: ‘Those who perform ʿumrah from Tanʿim—I do not know whether they will be rewarded for it or punished.’ He was asked, ‘Why punished?’ He replied, ‘Because a man leaves off tawaf of the House, goes four miles out and returns…’
