Tawḍīḥ al-AḥkāmAbd Allah al-Bassam

The Shaykh stated elsewhere: “Witr is not to be made up,” meaning that it is not to be repeated in its original odd form, because its purpose is to mark the end of the night—and, after all, the daytime witr is Maghrib. The sounder view, however, is that witr may be made up during the day as even-numbered units, as preferred by Shaykh Taqi al-Din, may Allah have mercy on him.
