Tawḍīḥ al-AḥkāmAbd Allah al-Bassam
  1. The majority of scholars permit a person who did not give the adhān to pronounce the iqāmah, because no conclusive evidence bars it and in light of the statement of ʿAbd Allāh b. Zayd: “I saw the adhān in a dream and I wished to call it.” The Prophet replied, “Then you give the iqāmah.” It will be shown later that this report is weak.

  2. In matters that are public property, a person acquires the right to them by being the first to initiate the act and by taking the requisite steps toward that right. The adhān is the first call, while the iqāmah is the second; therefore, the one who performs the first call earns the right to perform the second.
