tanwīn. Its meaning is: “There is no movement and no ability except by Allah’s will.” This, precisely, is the sense that suits the present context. The phrase itself is called al-ḥawqalah: the ḥāʾ and wāw are taken from ḥawl (movement), the qāf from quwwah (power), and the lām from the Divine Name Allah.
What the ḥadīth teaches:
- It is recommended to answer the mu’adhdhin with exactly the same words he pronounces in every sentence of the adhān, except for the two ḥayʿalahs.
- When the two ḥayʿalahs are heard, the listener replies, “lā ḥawla wa-lā quwwata illā billāh.”
- Responding in this way is supremely apt: the formulas of remembrance in the call are echoed by the listener’s own remembrance, identical to that of the caller; but when the caller summons the worshipper with “ḥayya ʿalā al-ṣalāh” and “ḥayya ʿalā al-falāḥ,” the fitting response is to disclaim any personal power or strength and to seek Allah’s aid for the task to which one is being invited.
- Abū Saʿīd’s report states that one repeats the caller’s words in every phrase of the adhān, whereas ʿUmar’s report limits the listener’s response during the ḥayʿalahs to “lā ḥawla wa-lā quwwata illā billāh.”
• Those who adopt the method of preference (tarjīḥ) follow the general wording of Abū Saʿīd’s narration, because it is the more authentic.
• Those who reconcile the texts (jamʿ) treat the general report as qualified by the specific one, acting on both: they restrict the exception solely to the ḥayʿalah phrases. This is the position of the majority, including the Mālikīs and Ḥanbalīs, and it is the stronger view, for it brings together all the relevant Sunnah texts. - The passage displays Allah’s bounty and mercy toward His servants. The adhān is a lofty act of worship whose full merit is not accessible to everyone; therefore, the one who does not perform the call itself is compensated by responding to it, so that he may share in its reward. The details of this reward will be explained, if Allah so wills.
- The wording “phrase by phrase” indicates that following the caller is recommended: the respondent utters each sentence after the mu’adhdhin, not simultaneously. Al-Nasāʾī has transmitted in al-Kubrá (6/14) from Umm Salamah that
