Decisions and Recommendations of the World Islamic Conference on the Present Situation in the Gulf
Convened in Mecca from 21–23/2/1411 AH

All praise is due to Allah, Lord of the worlds. May peace and blessings be upon our master Muḥammad, the noblest of all Messengers, and upon his family and every Companion. To proceed:

In view of the recent developments in the Gulf—the incursion of Iraqi forces into Kuwait, their threat to the Kingdom of Saudi Arabia and the other Gulf states, and the consequent call for Arab, Muslim, and foreign troops to bolster the region’s own forces—the Muslim World League invited Muslim scholars and thinkers from around the globe to a World Islamic Conference. The conference was held from 21–23 Ṣafar 1411 AH (10–12 September 1990 CE).

The participants examined these grave events out of their religious, human, and historical responsibility.

After three days of discussion, the conference issued the following decisions and recommendations:

[Among the resolutions—one that is pertinent to the explanation of this ḥadīth—is the following:]

Fifthly: With regard to the enlistment of foreign forces, the conference, after reviewing the scholars’ papers, rules that the Kingdom’s resort to foreign troops to reinforce its own forces for self-defence was necessitated by compelling necessity, and Islamic law permits such assistance under the established conditions governing necessity.

Once the reasons for the presence of these forces cease—namely, Iraq’s withdrawal from Kuwait and the removal of any threat to the Kingdom and the Gulf states—those forces must leave the region.
